§ 4-01. General provisions.

A.

Operating rules and regulations prepared by the mayor or the departments, offices and agencies under the mayor's jurisdiction shall, upon approval by the mayor, be filed in the office of the mayor and the office of the clerk of the council. Such rules and regulations shall be indexed and bound and shall be available to the public at the cost of reproduction.

B.

Except as otherwise provided by this charter, all departments, offices and agencies of Berwick and all employees thereof shall be under the direction and supervision of the mayor.

C.

Except as otherwise provided in this charter, all department heads shall be appointed by the mayor, subject to council approval. All department heads shall serve at the pleasure of the mayor, except that the council, by unanimous vote, may remove a department head. The mayor shall submit the names of all department heads to the council for approval at the beginning of each term.

D.

The compensation of the heads of the departments appointed by the mayor shall be set by the mayor subject to approval by the council.
