The mayor and council, the state board of health, or their duly authorized representatives,
shall personally inspect all toilet devices in the town and in the police jurisdiction
thereof. The state board of health, the mayor and council, and their authorized representatives,
are hereby empowered to enter all premises in the discharge of this duty at any reasonable
hour.
