§ 16-7. Plumbing inspections.

  • (a)

    Existing plumbing inspections. Before issuing a permit, the building official may examine or cause to be examined any plumbing system for which an application has been received for a permit to enlarge, alter, repair, move, remove, install, or change the occupancy. He shall inspect all plumbing systems, from time to time, during and upon completion of the work for which a permit was issued. He shall make a record of every such examination and inspection and of all violations of the plumbing codes.

    (b)

    Inspections prior to the issuance of the certificate of occupancy or completion. The building official shall inspect at various intervals all construction or work for which a permit is required, and a final inspection shall be made of every plumbing system upon completion, prior to the issuance of the certificate of occupancy or completion.

    (c)

    Posting of permit. Work requiring a permit shall not commence until the permit holder or his agent posts the permit card in a conspicuous place on the premises. The permit shall be protected from the weather and located in such a position so as to permit the building official or representative to conveniently make the required entries thereon. This permit card shall be maintained in such a position by the permit holder until the certificate of occupancy or completion is issued by the building official.

    (d)

    Required inspections. The building official upon notification from the permit holder or his agent shall make the following plumbing inspections and such other inspections as necessary, and shall either release that portion of the construction or shall notify the permit holder or his agent of any violations which must be corrected in order to comply with the technical codes:

    (1)

    Underground inspection. To be made after trenches or ditches are excavated, piping installed, and before any backfill is put in place.

    (2)

    Rough-in inspection. To be made after the roof, framing, fire blocking and bracing are in place and all soil, waste and vent piping is complete, and prior to the installation of wall or ceiling membranes.

    (3)

    Final inspection. To be made after the building is complete, all plumbing fixtures are in place and properly connected, and the structure is ready for occupancy.

    (4)

    Required testing shall conform to the provisions contained in Section 312 of the Plumbing Code.

    (e)

    Written release. Work shall not be done on any part of a plumbing system beyond the point indicated in each successive inspection without first obtaining a written release from the building official. Such written release shall be given only after an inspection has been made of each successive step in the construction or installation as indicated by each of the foregoing three (3) inspections.

    (f)

    Inspection fee schedule. The permit holder or his agent shall, at the time of application for the permit pay the following fees for inspections required under the code:

    (1)

    Plumbing inspections.

    a.

    New construction, residential or commercial, fee shall be based on the valuation of construction cost of building multiplied by 0.0005. Fees for residential work not to exceed a maximum of two hundred fifty dollars ($250.00) per permit. Fees for commercial work not to exceed a maximum of one thousand two hundred fifty dollars ($1,250.00) per permit.

    b.

    Permit fee for construction of new mobile home park or RV park shall be a ten dollar ($10.00) base fee plus five dollars ($5.00) for each lot requiring a sewer, water, or gas tap.

    c.

    Permit fee for additions or remodeling shall be for all required inspections: Ten dollar ($10.00) base fee, plus five dollars ($5.00) for each new sink, five dollars ($5.00) for each new commode, five dollars ($5.00) for each new lavatory, five dollars ($5.00) for each new bathtub, five dollars ($5.00) for each new hot water heater, five dollars ($5.00) for each new dishwasher, five dollars ($5.00) for each new shower, and five dollars ($5.00) for each new water cooler.

    (2)

    [Minimum fees.] Minimum permit fees for all work shall be twenty-five dollars ($25.00).

    (3)

    All reinspections: Ten dollars ($10.00).
