§ 17.5-15.2. Drivers permit nontransferable; ineligible persons; photograph; fingerprints; carrying permits; causes for suspension or revocation.

  • (a)

    A drivers permit issued under the provisions of this chapter shall be a purely personal privilege and shall not be transferable.

    (b)

    Such driver's permit may not, at the discretion of the police department be issued to any of the following:

    (1)

    Any person operating a vehicle where the owner or operator has failed to comply with the terms of this chapter.

    (2)

    Any person who has been convicted of a felony under the laws of the State of Louisiana and whose citizenship has not been restored.

    (3)

    A person who has been convicted of being the keeper of a house of ill fame, or who is directly or indirectly connected therewith or interested therein, or who has been convicted of pandering or any other crime opposed to decency and morality.

    (4)

    A person who has been convicted of drunk driving.

    (5)

    Any person who is under eighteen (18) years of age.

    (6)

    Any person who does not have a valid Louisiana chauffeur's license.

    (c)

    The following regulations shall also apply:

    (1)

    Each applicant for a driver's permit to operate a taxicab shall present to the police department a photograph of himself of the size designated by the police department and shall be fingerprinted by the police department.

    (2)

    Each applicant shall pay to the chief of police at the time of receiving his permit to operate a taxicab, a fee of twenty-five dollars ($25.00) to cover the cost of issuing such permit plus any fee levied by the State of Louisiana.

    (3)

    Each applicant shall be required to keep on his person, at all times while operating a taxicab, permit issued.

    (4)

    The permit shall be renewed each year on December 31st upon the approval of the chief of police, upon his certification that all requirements of the provisions of this section for a driver's permit have been met and a renewal fee of fifteen dollars ($15.00) plus any fee levied by the State of Louisiana has been paid.

    (5)

    A fee of twenty-five dollars ($25.00) plus any fee levied by the State of Louisiana shall be charged for a duplicate of a valid permit.

    (6)

    A fee of twenty-five dollars ($25.00) plus any fee levied by the State of Louisiana shall be charged for a duplicate/renewal permit.

    (d)

    The police chief may revoke or suspend any driver's permit previously issued by it for any of the above causes, or failing to comply therewith. Such driver's permit may also be revoked or suspended because of three (3) convictions for violating city, parish, or state traffic regulations, or for failure to comply in any respect with the provisions of this chapter.
